Does this drop the voltage from 12v to 5v ? I'm looking to use this inline and get rid of the bulkey power plug insert.

I purchased this to replace the bulky power plug for my Garmin GPS for my motorcycle. It didn't work for my application.

A car the usual output is 12v, but most cellphones take 5v, will this adapter take care of lowering the voltage?

Will this draw power from the battery of the USB part if the cable isn't connected?

Yes this still draws power when no USB is connected. Drained my battery :(. I tested it and it draws ~12mA when not in use. Others on the market will draw 0.36mA!

Can I use the dual port with the inline fuse?

I don't see why not, as long as you don't exceed the rating on the fuse. You may note slower charging if you do.
