Does the stapler open up so you can staple on a bulletin board?

Yes it does open up. I don't have a bulletin board to test if the stapler is strong enough to staple items on to a bulletin board. It works great and is very comfortable to use.

Does this come with any staples?

No. It doesn't come with staples. But it is really good.
