Can this be used on any metal surface? I am not sure my pool fence is galvanized metal or not.

I`m sure you can use it on your fence. I used on my aluminum boat and it hold the paint well. I didn`t prepare the surface. One comment I have that this primer drying time was long, 2-3 weeks for heavy use. May be because it was to much humidy last July. To put just paint over you don`t need wait too much, 2-3 days will be enough.

Is this primer for topside only, or can it be also used below the waterline on my aluminum boat?

I used this primer above and below the waterline and just used different top coats

How will it do on diamond plate

It will work just fine. I used it to prime the underside of some aluminum diamond plate on a folding hitch carrier I made. It's been on the car since Spring and has held up perfectly. Just make sure to scuff and clean the aluminum very well beforehand.
