How many gallons of water does it hold?

Probably about 6 gallons. It's just meant to be something you can sun bathe in and still keep cool. I have the hose nearby and add some water when I want to cool the water down. It's like laying on a blown up raft inside a raft that holds some water. It's very comfortable, and I am glad I got it. You can also hang it up with a couple of nails along the fence. It has a rope attached along the edges. It empties and cleans up easy.

Is this only to use in a pool

No you can use this as a personal lounger if you don't have a pool. Would be perfect for smaller child. Deep enough for just enough water. I enjoy mine.

What are the Inside dimensions without the pillow? I'm 5'4, can I lay flat without the pillow?

The XL is 5' 3' (63 inches) inside without pillow. I am 5' 9" (69 inches) and I can lay flat if I lay diagonal.
