How do i use velcro strap? lanyard is pretty small -- meant to go around wrist. Not a boater -- for home hurricane kit.

The strap is used as a hook and loop closure (you press the two sides together) that is meant to be attached to the webbing strap or other attachment points on the personal floatation device, life jacket, or immersion suit. If not used for water, that same strap can used on attachment points of whatever it is being secured to. Does it strobe and and a regular light?

There are separate lights for strobe and regular. The lights are not capable of doing both sequences.
