Can this be used to extend a cabled (data) connection to an iOS device on a Mac?

I do not really know. Please note that there os no support for OS X El Capitan. I imagine that, even if you get to connect to your iOS device the Silex would not communicate with it.

No, Silex does not support Linux drivers for USB ports.

Does this provide power to connected USB devices (e.g. charging) or it's a data only connection?

It can supply 1amp of current to the USB ports, which is not sufficient for most of today's devices. I wouldn't use this as a charger
