Is this wrist pad compatible with Windows 8.1? Do I need to download Github like I did for my mouse pad?

The wrist pad is very compatible with Windows 8.1.  Once every month Windows 8.1 will require your wrist pad for a few days and will be return it to you afterwards, but make sure to run a virus program on the wrist pad before you use it again.  If you develop Carpal Tunnel Syndrome while you do not have your wrist pad, please, whatever you do, do not, I repeat do not ask for the wrist pad back from Windows 8.1 or you will face the Blue screen of death.  If that happens just LIE and complement Windows 8.1 by saying how its way better than Windows 7 and tell it that you will upgrade its RAM.  If nothing works, just run and don’t look back.  Its fine now, Windows 8.1 will not get any support anyways so you should look for Windows 10 instead or maybe you get lucky and find the sexier Apple.  Next on Dragonb…Z aheem.  Next on Belkin wrist pad it will be a royal battle between King Windows and Queen Apple, who will come out on top…

How do I get the smell out of this mouse pad? Has anyone else had a problem with a very strong odor?

If you're encountering a strong odor, soak the mouse pad for a few minutes in a solution of half-and-half white vinegar and water.  Roll in a towel to get rid of excess moisture, then allow to air dry in a place with good air circulation.  Repeat if necessary.  Vinegar helps with all kinds of odors.  :)
