Would this work as an insect screen while still letting air pass through?

No, definitely not. Mosquito netting is more appropriate for you.

Is this mesh dishwasher safe?

You’re probably safe to put it in a dishwasher. The mesh melts with low temp hot glue (about 245*) but dishwashers usually top out around 145*. It wouldn’t hurt to do a test run on a small piece of the mesh since the melting points and dishwasher temps can differ from brand to brand

Just to clarify: this is a total of 28 pieces, correct? Also, are the edges of each piece smooth, or will some have little tabs even before cutting?

Dear friend, you will receive 4 pieces of plastic mesh canvas sheets. Each 1 inch contains 7 holes. What you will receive is consistent with the picture. I hope it will help you.

What is the thickness?

It was a nice medium thickness. Not flimsy
