Does this require a top coat or painted cover?

Tuff Stuff is a high build epoxy primer that can be applied directly to aluminum and left without paint. It does not have a pretty finish, as it is an epoxy primer coat but is applied very thick and protects the aluminum. It is a rock hard finish that would have to be blasted off.

I have 1998 21 foot fiberglass hull thats never been bottom painted would this be a good primer for my boat?

Yes, Tuff Stuff Primer is recommended for blister prevention for boats in the water long term. Bottom Paint Store

Can I use this on a wooden boat?

I don't see why not. It is an epoxy mixture which will have no effect on wood, neither on common fasteners. The question is what is required prep-work, if fillers are needed for a smooth surface first, sealers to soak into bare porous wood, fiberglass tape across wood seams to prevent plank movement and paint cracking, etc. It is a thick mixture which probably won't soak into the wood very far by itself though. I'm going to use this stuff all over as primer!

This stuff is TUFF STUFF. AND STICKY! And a great primer!I buried my 1966 fiberglass hull in 4 coats of this stuff and 4 coats of Cukote below the scum and water line. This stuff forms up a very nice hard plastic shell that should protect my keel for YEARS! Hopefully, in about 4 or 5 years when I haul out again, all I will have to do is scrub the bottom, inspect for flaws and wear and just add a few new coated of bottom paint. Only time will tell!
