How do you charge it first ?

Simply plug in the USB interface and fire stick to use, without charging, and support most fire sticks or streaming devices with a MICRO interface.

Will the work with Onn box or stick ?

I use it for my Fire TV Stick. I have not tried it on an Onn Box. I can tell you it's a whole lot better than trying to find an outlet in a hotel room.

Can one use this adapter for a 12v battery RV TV?

Please note that the USB interface of the TV must be 5V working voltage to work, otherwise it will damage the device.
