Got concrete splashed on bottom tracks of sliding glass door & on windows. Is it safe on these surfaces?

Can I use this to get old concrete off of the rocks that are around my rustic fireplace? In some areas a thin film of it.

It's safe for paint but I would rather blow the concrete off with a blower to avoid scratches.
