the maximum capacity of the clean water tank on my Vax carpet washer is four litres. The Vax Ultra+ bottle recommends 40 ml per litre of water. The cap on the fresh water tank of my machine holds approximately 30 ml. I use four capfuls and add this and three litres of water to the fresh water tank. I find this sufficient to clean 60 square metres of carpet. I find that the amount of dirty water collected is about two thirds of that applied. The directions on the bottle of Cleaning solution combined with the Carpet Washer machine guide should be your only guide.

Hi. can you please advise what the best way to use this product without a machine is? (to sort out long lasting carpet stains over a year old!)

I have used Vax products many times without a machine, it's my go to carpet cleaner, I have used with both traditional mop, and just used sturdy floor clothes to great effect. 
Vacuum really well, then;
Dilute the solution as per instructions and use. Dont over ring the mop/cloth and do first pass, use a scrubbing action. On second pass wring the mop out well. Occasionally I have repeated with clean water to rinse, but more often than not I have got bored and not rinsed, let it dry then vacuumed again. The carpets come up a treat every time, even quite filthy ones I have had a go at!
I did have a Vax machine but it is quicker to mop

Strange that this is 1.5 litres......they also do a 1.4 litre....wonder if the size is wrong

Yes it is 1.5 litres on my bottle so the sizing is correct.  If you receive a 1.4 litre bottle than it would be against the trades description act and wold be due to a full refund of the purchase price.
