My head is approximately 23.5 inches. would the large/xl fit comfortably without being too tight? i know sizes vary from brand to brand.

It's definitely for the hat, not the pants. I'm surprised they haven't changed the description by now. I have two Oakley Tincan hats and they're my most comfortable hats I own, even more than my official MLB hats and Flexfits.
