Hi, will they work on led downlights that i find too bright and luminous for my eyes? they are led so do not tend to get too hot.

They might work but I'd be wary, they're really not designed for that - just for the small tell-tales on electronic equipment, etc. Might be better off looking at remote control dimmable LED bulbs? (Trying to dim non-RC LED bulbs is very tricky in my experience..)

Can they be cut to shape?

Can you still use your remote control as I want to use this on my tv

Yes, I think so. These go over the bright LEDs to dim them. The transmitter on your remote and the receiver on the TV use invisible infra-red light which would not be covered by these.
