does it smell like it did in the 80s?

Most definitely "NO". There is a smell, but suggest a final wash/rinse with any toilet soap. Have done this for years.

Does this remove smells from skin? Eg pet urine or perfume?

Hi, based on the times I've used it, it's removed the smells, although they were mainly automotive smells, like oil and fuel.

Would it work on clothes? Including whites?

It's a hand cleaner, but it might

will it remove cartridge ink from skin

I would guess no, there are some very good ideas on YouTube but don't try these if your skin is at all sensitive . Mine isn't .good luck.
