Does this work with the latest raspians . jessie, or buster i think. december 2019 installations.

No this install only appears to work with Raspbian Jessie, not the latest version Buster.

Can you plug this into your pc via hdmi as a secondary monitor, and if so what connectors need to be used?

No, the interface is specific to the Raspberry Pi.

Can this be used as another screen for Windows 10?

Only if you install the Raspberry Pi version of Windows 10 on the Pi. You can’t connect this to HDMI etc.
