What size drill bit do I use?

Depends on the size of wallplug you are using. Most are a 6

Can you fit this wall bracket designed for screws with sticky pads instead

I don't see why not, but there is another Koala product which is designed to be used with sticky pads - this one: http://www.amazon.co.uk/gp/aw/d/B009NS1X7Y

Can you fit this on a standard red brick wall? Thinking for my garage

As long as you can drill the bricks to insert a couple of rawlplugs, then as far as the brackets go, then yes. The only problem I can forsee is if the brickwork is rough faced you might end up scratching the back of the tablet. I would be inclined to add a sheet of thin ply or plastic to negate this. I hope that helps.
