Men's size 7 is a Woman's size 9

Are these waterproof? Or at least water-resistant?

They are lightly water resistant. They are suede. I'm going to look into water proofing for suede as I had my first soak through the other day..Just a little bit of water got through but I would hate to wear these all day soaked through.
