What is this product? Title says nail lacquer thinner as does the picture, but the description describes a remover?!

It's a thinner and acetone free. Add 1/3 drops to a thicken varnish to thin it out again for use. If you use a lot of it, you might be able to remove varnish with it, but I've not tried.
