How can you play this with 3 or 4 players when it only comes with 12 penguins?

We purchased this gift for our 4 year old grand daughter last year. We played the game at our house with her and 3 other people (the day we gave it to her), and it worked fine. Since it is now at her house, we haven't played the game since that time....but I think 4 persons should work fine.

Are these emperor penguins or king penguins?

They don't have any yellow on their chest, so probably Emperor Penquins.
