Both as long as you don’t swallow it but a warm salt water rinse is better for the inside

I've had my piercing for about 4 years. It sometimes gets a little stuck and I use this product to clean it. I would say you can use it whenever.

Does this product help heal small red blood lumps around nose piercings?

I haven't used it for that but I know the kind of bump you mean and I would say this isn't suitable for that, no.
