Would this charge an electric scooter

You would have to check the charger power consumption rating for your scooter. If the charger consumes less than 300w then this will be OK. I use this converter in the car to run/charge my laptop with no issues.

Depends what charger the unit is capable of charging a laptop and phone via the USB port both at the same time

What are battery clips

These are like crocodile clips only bigger and stronger with teeth that grip the terminals of a battery, usually a car battery. Cables can be attached to the clips using screws that are built into the arms, which are then bent around the ends of the cables to hold them tight, and the wire protruding from the ends are then wrapped round the screw, which is then tightened. A cigar lighter socket could then be attached to the other end of the cable and then any electrical item with a plug such as the one already attached to the car power inverter could be plugged into said lighter socket. This is very useful if your car doesn't have a built in cigar lighter socket.

Make sure you attach it straight to the battery, I tried the cigarette lighter port, and it burned the wires out,

Poor Quality and Not Reliable

This inverter stopped working after just a few uses. It overheats quickly and makes a constant buzzing noise. Definitely not worth the money.
