Can i use this to connect a wifi booster to a tv? i want to put a tv in my loft conversion and attach it to a wifi booster so that i can watch netflix

As long as your WiFi booster has its own power supply then it will connect fine.

I have a usb externall hdd, can i use this to conect through a wifi extender?

Yes I would think so, it’s plug and play once configured on the device the ext HDD is connected too you should be able to see the data. I have not tried that particular function I bought it only to connect my old laptop to my home network.

Will this work with Windows 11?

I don't see why not as it works fine with Linux and windows 10
