what are the 3 potentiometers for and how do I adjust them? What does it mean when the red led light closer to the input light up? Voltage too low?

The three potentiometers are to allow you to adjust the output voltage set point, the output current limit point and the input under voltage fault point. The red fault light will turn on when the input voltage is below the set under voltage fault point. Under voltage is intended to protect your supply battery by preventing the battery from over discharging. The instructions provided state, "With the input connected, turn the UV (under voltage) pot counter-clockwise until the fault light turns off. It may take up to 30 rotations."

Can someone please send me some instructions and or pinout diagram for this item? I just ain’t getting it. If I need an electrical engineer to operate

If you feel like you would need an electrical engineer to operate something like this then maybe these products aren't for you. The left most pot is an input voltage coltrol, the middle pot is for current limiting and the leftmost pot controls Vout.

Can i hook this up to a atx power supply behind a digital voltmeter and ammeter display and adjust the volts with display module?

It's really not suitable to make a bench power supply though. Too much noise.
