Are there precut holes in the mudflaps?

Yes mine did n the holes are slotted so you can adjust them in or out depending on tire size or if you have spacers installed

I have a 2014 ford focus se hatchback release mud flaps fit on that

They should website says they fit SE ST and RS models

Do these come with metal brackets like the rally armour mudflaps?

No they do not but when you put them on they are super stiff and sturdy so there is no point in having the brackets.
