Does this have a seal over the bottle when it's shipped? Mine didn't have anything.

No it does not. The item is shipped as it is received from the manufacturer.

Has anyone found nout what exactly the "inert amorphous powder" is? Trying to make sure it isnt talc or something even more sinister.

This is a safe ear powder used to keep a dog such as poodle' Schnauzer ' Schnoodle 'springer spaniels ears dry after a bath or swimming.
