Can these be used while they're being charged?

Hi Matthew, No, you can not. If charging starts while the headset is turned on, the headset will turn off automatically. You can use the headset by connecting the supplied headphone cable, even while charging the headset.

Do these also block out my partners chips eating?

Not really. Noise cancelling works best at eliminating continuous, usually lower frequency noise, like the drone on a plane or the train. They work very well on the underground for instance. Intermittent noise frequencies around speech, aren't reduced very much. Infact you can probably hear them more clearly as the background hiss/drone/clatter is so much significantly reduced

Can you change tracks and pause using just the headphones?
