Can I use strips to test alkaline water?

That's what they are for? so is there more to this question? Just keep in mind that a paper that tests just for alkinlinity may be more accurate than a paper that tests the whole spectrum from 0-14

Will these actually read a low pH of 2-4? It claims 0-14, but some litmus papers have difficulty with the low acid or high alkaline ranges.

The colors at the far end of the pH ranges are very similar to my eyes. I assume if you can distinguish the colors the scale is accurate.

can these be used for winemaking?

These are your classic pH strip. They indicate pH, and only pH, in an approximate manner. If you need very precise pH measurements, or the amount of free versus combined elements, then you need a different tool. I've used these to determine how alkaline various soaps are and how acidic a face serum is, all for the purpose of helping determine how effective or how irritating a skincare product is. But fermentation is a complicated project; you probably should get advice from an experienced brewer on the tools you will need.
