Is it loud when you shake it?

A little, yes. I wouldn't shake it near a sleeping baby but otherwise not terrible...

Does it come with paper pads?

Our game did not, then again it was produced in 1982. All you need is a sheet of paper per player, since you are just writing down words. We ended up laminating 5 scratch pad sheets of paper and use dry erase markers for any game,Iike Boogle, where there are no pads.
