No. Another buyer noted this is rated at 2 watts. If that is accurate, your use would fry it in a millisecond, with smoke if not flame! 5.5 amps at 115 volts is over 600 watts.

What potentiometer is needed to go from 120v dc to 10v dc?

For that level of a drop, a divider network + 10V regulator is a much better idea. I'm sure there is a setting on this pot that will yield 10V output, but there will be low current load capability and no voltage regulation.
