Can this board be used to mosaic on please?

Yes but we would highly recommend to use a BAL rapid mat on top of the backer boards to reduce the risk of movement in the subfloor transferring through to the tiles.

are these prowarm backer-pro boards or prowarm budget backer boards

I don't think they are prowarm, unless they are a sister company ( and that's how the seller is getting away with saying they are prowarm). They do the job though and came well packaged

Can i use this under vinyl tiles?

You can use this only if you stick it down first with a flexible tile adhesive, and then cover it with a self levelling compound minimum bed of 8-10mm.
