Can psu fan be replaced with something silent?

IF you are a tech, and know how to open and repair a power supply then you could replace the fan. But why would you, it's quiet already?

I can't pull the trigger until i find a better psu with more overhead (@180-200w) anyone know a good psu replacement?

Search for a Mini ITX Flex PSU. I've seen them as high as 350w. It'll be another $100 though probably.

How much amp of 150w flows through cpu 12v rail? can cpus with 74w tdp safely used with this case?

If you are trying to determine whether the 150w PS can realistically run a CPU with a 74 tdp you might want to approach this in another way. There are a number of websites where you enter the a PS wattage along with other components in your system to get a more holistic answer to what I think is your question. Keep in mind that this is a small case and the heat generated by the CPU will be another factor of workload on the PS. HTH.

Can it fit a small gtx 1060

With the help of a riser cable you may be able to fit a single slot low profile GPU in with some basic modding. Very much not recommended however.
