I would say yes it is BPA-free, as it is made of acrylic, & acrylic does not contain BPA.

Is the cylinder machine washable? Is the rest?

I do not use harsh dishwashing with my straw dispenser. Very easy to rinse out via the kitchen sink and dry. No dust or any other residue gets inside the container so there's really no need for anything other than rinsing once in a while. I love this product.
