Are they ok for use on an outdoor powder coated steel table?

Yes, that's what I used them for. Feel really comfortable and safe with them on.

Why is the tape so ineffective?

the tape that came with them was very thin and difficult to peel the covering off.

can they work on a tv stand corner???

Yes, the Corner Cushions should work well on a tv stand.
