Those of you that have used this product, do you apply with a dry sponge or wet one?

I apply it with my ELF Kabuki brush on top of ELF Primer and then use a Matte setting spray (Also ELF) and the Milana foundation comes out so smooth and flawless. It is a light coverage but I'm sure its buildable. Sponges tend to give this a streaky, uneven look. At least in my opinion

Im not real certain about the spf.. But I can tell you this in my opinion is a wonderful powder.. Use it everyday.. Even if I put no other make up on.. Its awesome ..
