do you have to let the bowl freeze for 24hrs in etweem each use?

Pretty much. I just got this a few days ago. As soon as it came in I put the core in the freezer and it was in for just over 24 hours. Made 1 batch, let it sit back in the freezer for 2 hours but it did nothing. To bad it doesn't come with two cores so you could speed up the process.

How do you get the top to stay down while it is turning?

Don't let the mix sit in the canister for very long w/o the churner churning in there because it freezes quickly on the bottom and along the sides and then the churner can't get close to the sides or the bottom and pops out of place. Put the mix in, put the churner in quickly and turn it on.

How do you lock the top in place? I tried pushing down and twisting it several times

The lid does not lock in place, it just sits in the freezer section, which sits in the base. When seated properly, the individual sections do not turn when the motor is running. Recommend placing the assembled unit on a dish towel when using, though - I've had it turn around slowly on the kitchen counter from the vibration of the paddle, gradually wrapping the power cord around the unit. It didn't cause any problems but just didn't seem to be the thing. BTW, I love this device. P.S. Placing the ice cream mixture in the freezer for 30 minutes or so before processing it in the machine gives a firmer, more frozen result.
