will this work with google maps on a android tablet, with out haveing to buy anything more

It doesn't work with Azpen A727 tablet Android 4.2 OS.

Has anyone used this with the new google pixel c tablet which has no internal gps. it runs android marshmallow. Would USB female to Type C male do it?

Android Marshmallow should include the required USB-to-serial driver support. As for the USB connection, the ND-105C has a Micro USB male connection, so you will need a USB 3.1 Type C Male to Micro USB Female Adapter, with the Type C male plugged into your Pixel and the GPS device plugged into the Micro USB female port.

Does this will work with google maps in a laptop without data plan?

The GPS receiver works without an internet connection, but Google maps normally won't work without an internet connection. However, it is possible download a map in advance to use offline when you don't have connectivity: https://support.google.com/gmm/answer/3273567?hl=en.
