Does the output stay on for 10 sec after trigger is removed?

No i don't think so. I used this relay to create a 10 second delay on my truck headlights. So the lights turn on 10 seconds after powering the relay. But whenever you remove the trigger power lights go off.

Can this be used to steady a noisy float switch? Is frequent timer cycling bad for it?

That's what I'm using it for. Just make sure that the surge isn't what's cycling the pump. I used a 10' length of 1/4" tubing between the pump and switch to dampen the pulse.
