is this like that gel underneath or is it all solid glitter?

I was bummed. Glitter is only on the top layer. Underneath is gel like stuff.

Is this eye shadow powder or oily ?

This chunky glitter has a waxy texture that gives it slip , but if you use a good eyeshadow primer it will NOT feel nor look oily . Also if you want to use it as a topper for your eyeshadow base it looks phenomenal use a good glitter glue of course. I love it !!! Get many many manyyyyy compliments on my looks and I have paid top dollars for similar products as this and not nearly as pretty and versatile . I use this little $1 glitter in a multitude of ways and I charge a lot for event make up , makeovers , make up sessions , lessons.

At the back of the cardboard package it states "not for use around eyes or lips." Could I use it to add sparkle to my eyes and cheeks? Pretty confused

I think it's a glitter eyeshadows. You can use it. Don't worry 😄

This is waited a while for and ended up forgetting I ordered it , now that I have it I’m very unimpressed. It’s very very tiny and doesn’t really do as advertised. It barley gets eyes lids glittery and the glitter that does stay on ends up on your check or eye lashes. Not worth the price for the size.
