are the 4 blade refills with this or one? the descrition says 4 but reviews say it just comes with one installed and one extra

Mine came with an empty razor handle and 4 refills.

Can you use in water?

Yes I always have. It would be difficult to shave without using water both for shaving and to rinse the blade.
