Will this work with the ring pan-tilt mount for ring stick up cam battery?

Was it confirmed to have worked with the Ring's Pan and Tilt mount? As I inadvertently bought just the Pan and Tilt mount without the power cord/adapter. thanks

will the camera automatically switch to battery when power is out ? and again to ac power when power back on ?

The camera should switch to battery in the event that the AC is interrupted and should return to AC once power is on. Also, you can go into the Ring app, select the camera and see if it is using AC or battery.

Can this be plugged into outdoor power outlet?

It sure can but you have to make sure that the plug is covered so water can't get into it. I had to replace my outside socket so that it had a waterproof enclosure. Very inexpensive and super easy to do. The other option you have is to do what I did with one of my cameras which is drill a hole from under my siding to an indoor outlet. I have vinyl siding and was forced to purchase a very small tool to remove a row of the siding so I could drill underneath it and then replace it so you can't even see any of the cord whatsoever except the little piece that goes to the camera.
