Can the swivel be locked in one position? I have similar product and swivel does not lock, it simply keeps moving around.

It can't be locked. It moves very often while cleaning. Doesn't fix/or doesn't hold tight grip to the tiles while cleaning. Not that feasabile for cleaning wall tiles
