No to strong to use in flower gardens

can this be used in a liguid sprayer?

NO - is granular in nature and requires a broadcast spreader. BTW- we put it down last Fall and it worked as advertised

Can I use this in a shrub bed that has mulch in it

I’m not sure but it is advertised to kill broad leaf plants which most shrubs belong to. But we used it on our yard and still had lots of broad leaf weeds come up.
