Will this device work for a VOIP Phone and wired in internet connection via a Cat5 ethernet cord on my computer at one time?

No, this device converts one cable into two separate connections for two separate devices and you need two separate connections to your router at the other end.

Not sure whast you mean by your question. But when you use this device you effectively then have two separate independent cables: two independent circuits. (The splitter is able to do this because there are four twister-pairs of wires in an Ethernet cable and only two pairs are used in normal applications.)
