The SRAM website doesn't show the 11-36 or 12-36 gear options except for Off road. Is this also for road and will it fit the derailleur?

11-36, 12-36 gearing is typically for mountain or cross bikes. If this is going on a road bike, most likely your derailleur is too short and will not work with the the larger gears. Most road cassettes only go up to 28t (and that is probably the max a "short-cage" derailleur can take). If you want easier gearing, go with 12-28t, compact chainrings in the front, or get a med-cage derailleur to handle the 12-36.

If I change the 11-23 to 11-28, do I need a new change to accommodate the 28T?

You will not need a new chain if the number of sprockets in the cassette remain the same, across the 11-23 and 11-28That is; if your 11-23 has 10 sprockets or is for a 10 speed, and the 11-28 also has 10 sprockets then there is no need to change the chain. The rear derailleur will compensate.
