Is this 20 volume or 30 volume or other? I am looking for 30 volume but I see one customer received 20 and another received 30

20vol is 6%, 30vol is 9% and 40vol is 12%. Hope this helps x

Yes you could use it. This developer has been formulated for use with Wella Koleston, it is expensive. There are many cheaper 6% developers on Amazon which would work just as well.

If i bleach my hair can i use 10/30 koleston perfect to tone my hair? if so what developer should i use? 20 vol or 30?

This is really hard to answer without seeing the condition of your hair, the Koleston alone will not bleach your hair, it depends on which other products you use the effect you will get and you should follow manufacturers instructions. Sorry I can't be more helpful.
