The one I got didn’t, didn’t even come with an instruction booklet. Next time I’ll pre-order somewhere else if I want the “pre-order” bonuses

Is this game open world or is it like the 3ds

The game is not open "world" but is open "map". Once you hop into a hunt, and the map loads. There are no loading screens in between zones, and no loading again until end of hunt.
